He brainwashed her, but you know he didn't want to do it. He acknowledges that in the beginning when the idea first drops into his head, and later when he first takes over her mind. This is also based off of this fic I read a week or so ago... a oneshot when Hatter was forced to think over what had driven him to his path of villainy, and the author wrote a moment where he'd realized that they would never let her be with him, and he gave her a kiss before fighting Batman in the cardmaze, where he was finally defeated by the Jabberwocky.
